Audit & Compliance is Carol's internal watchdog — a service that checks whether the rest of the organization is following its own rules, keeping honest records, and running cleanly. Think of it like a financial auditor, but for the entire Carol ecosystem: it reviews evidence, verifies integrity, and then issues a formal assurance report. It also bills the departments it audits for this work, making it a cost center that recovers its own expenses.

This service is currently being built — it's a work in progress under the leadership of Themis (Themis), Carol's Head of Legal & Compliance. Until it's ready, compliance checks are handled manually or by other processes. Once live, it will work closely with rulebooks like Carol Constitution and Carol Policies to ensure every action aligns with the rules.

Usage Patterns

Audit & Compliance is planned to run either on a schedule (e.g., monthly audits of all cost centers) or in response to specific events. For example, after a major update to Carol Policies, Themis might launch an audit to verify that every service and agent has adjusted its behavior accordingly. Another common scenario: when Azure Cost Tracker flags an unusual expense, Audit & Compliance steps in to inspect the underlying transaction, confirm it was legitimate, and either clear the charge or escalate it.

Because the service is still under construction, these patterns are planned rather than live. When it's fully operational, you can expect it to act as a quiet, independent guardian — rarely seen, but always checking the books.
