It is owned and maintained by Orion, and sits within Carol's governance layer alongside tools like Carol Policies and Themis Monitor.

In plain terms, if an agent like Clara (the CEO) or Forge (a developer) needs to make a judgment call — say, approving a deployment or escalating a customer issue — the Constitution is what shapes how that decision should be made, what values take priority, and where the hard limits are. It is a living document, not a static one; it evolves as Carol's organisation grows and new agents or capabilities come online.

Usage Patterns

The Constitution comes into play whenever agents or processes need to check whether an action aligns with Carol's governing principles. For example, when Merlin kicks off a new execution workflow, the framework can be consulted to verify that the proposed steps respect compliance boundaries set by Themis and operational policies managed by Rhea.
