Sub-initiative of CAROL-INI-508. Stand up the four new agents of the Transformation department in registry.db + agents// folders per Design #146 (agent-centric modular) and Design #173 (app-to-agent shim).

ORG:

• Odin (Head of Transformation) — reports to Clara. Elrond is moved to report to Odin.
• Noah (Migration Manager) — reports to Odin.
• Gimli (Migration Architect) — reports to Noah. Owns migration design + Migration Cookbook.
• Thorin (Migration Manager / Roadmap) — reports to Noah. Owns Migration Roadmap app (upgrade of Migration Tracker).

DELIVERABLES:

• 4 new agent rows in /home/caroladmin/dev/data/registry.db (ids agt_030–agt_033).
• 4 agent folders under agents/ with identity.md + config.json + droids/ subdir (empty for now).
• Update Elrond reports_to from Clara to Odin.
• New department label Transformation in registry.

SUCCESS:

• Registry API shows the four new agents and the updated Elrond reporting line.
• Agent identity files render in Carolopedia /wiki/agent/.
• Regression green.

MODE: bypass.

⚖️Decisions

• INI-411 orphan sweep: all bypass executions for this initiative were swept as orphaned (>1200s with no owning process). Transitioning to blocked for operator or resume-loop triage. (elrond.orphan_sweep)
