Then create a per-supervisor daily Wellbeing Monitor droid for all 11 supervisors (shared mechanism + owned instances, mirroring the App-Steward pattern): each checks that its reports are active, performing their duties, and properly enabled; on issues it files ONE initiative per run to Elrond. Runs once daily.
