Elrond must decide when each initiative phase is done—whether to keep going, start over with a new plan, close it out, or ask for help. el-s1 covers the decision-making part: it gathers all the review signals and helps form Elrond's call on what happens next.

Droid responsibility

el-s1 collects all the inputs in one place—budget status, what the review found, how many replans we've already tried, what executors are asking for—then calls Claude to judge whether the issues are serious enough to keep investing or minor enough to close. Once it has that judgment, el-s1 carries out Elrond's decision: closing the initiative, handing off a replan to Merlin, asking Orion for guidance, or just moving forward.

What the droid actually does

• Reads budget gate status and the latest review (verdict and gaps)
• Counts how many times Merlin has already tried to replan
• Gathers open handshake requests from executors
• Sends everything to Claude to judge whether the gaps are important or cosmetic
• Applies Elrond's decision matrix: review verdict + stance → continue / close / replan / escalate
• Executes the decision (API close, handshake to Merlin, notify Orion, or log continuation)

Boundaries

Does not plan task-level replans itself—only requests them from Merlin when needed. Does not troubleshoot individual step failures. Does not make decisions outside phase-level authority (that's Layer 2). Always escalates uncertainty to Orion, never to Albus. Returns 'unsure' and escalates if Claude's confidence falls below the threshold rather than guessing.
