Three directives from Ninad:

(1) WRONG COOKBOOK: anything that happens as part of building initiatives belongs in Strategy Cookbook (Gandalf), not Build Cookbook (Elrond). Move entries 163, 164, 165 from Build Cookbook to Strategy Cookbook with updated wording.

(2) UNGATE the admin-only overlay: every user gets verbose narration + agent naming + Monitor links + activity-narration. Carol is selling the framework — all users should understand the engine, not just admin. Strategy entry 75 already says this for non-admin; my INI-712 + INI-713 work wrongly restricted it to admin. Remove the admin gating from Blueprint prompt + prompt_all.md overlays.

(3) REMOVE DUPLICATIONS: after move + reconcile, drop the Build Cookbook entries; merge with existing Strategy entries 75, 76, 80 instead of stacking new rows.

Net effect: chat-persona / Gandalf-chain UX rules live ONLY in Strategy Cookbook, apply to ALL users in pipeline-topic flows. The casual-chat terse default in prompt_all.md still applies for non-pipeline talk regardless of tier.
