Create a separate cookbook owned by Gandalf that captures the decisions made BEFORE initiatives are drafted: VM vs Azure Functions vs Container Apps, shared vs dedicated WhatsApp tunnel, shared vs dedicated build pipeline, when to spin up own VM, service template inputs (Template/Requirements/Migration), service architecture category structure. The existing cookbook (initiatives app) stays focused on initiative execution; this Strategy Cookbook is the basis Gandalf reads when authoring strategy cards and roadmap. Schema: strategy_cookbook table in roadmap.db. UI: a Cookbook link from the Strategy app header. The Strategy Drafter's Claude prompt is updated to consult the cookbook.
