Each service in the Strategy app gets a 4-tab detail page: Value (per-phase value delivered), Architecture (agent-centric, modular, Azure VM, owner, cost, timeline), Governance (apps, agents, droids, hierarchy, constitution, policies), Roadmap (existing phased view). Add 3 markdown columns to the projects table for the first three tabs. Seed Carol-strategic content. Rename 'project' to 'service' in user-visible UI labels (internal column names kept as 'projects' for now). The broader Carol-template vision (per-service constitution, policies, requirements, design, registry, app templates copied from Carol) is acknowledged as scope for follow-on initiatives once the four tab surfaces are in place.
