Per Ninad 2026-05-21. Per Carol convention, every concept gets its own app. Build Cookbook stays owned by Elrond; Migration Cookbook stays owned by Thorin. Both move out of the Initiatives apps tab structure into dedicated apps with their own URLs.

SCOPE:

• New app: build-cookbook on port 7252, owner agt_011 (Elrond). Reads cookbook table from initiatives.db (no data move; single source of truth).
• New app: migration-cookbook on port 7253, owner agt_033 (Thorin). Reads migration_cookbook table from initiatives.db.
• Register both in apps registry + start.sh + nginx routes (/dev/build-cookbook/ + /dev/migration-cookbook/).
• Remove the Build Cookbook + Migration Cookbook tabs from the Initiatives UI; keep API endpoints alive for backward compat.
• Reuse canonical topbar shape.
