Currently two parallel views of Carols work exist: a project (Initiatives) roadmap with 5 phases (Foundation / Multi-User Readiness / External Access & Trust / Product Features / Scale & Sustainability) and a migration roadmap with a different 6-phase structure (Foundation / Tools / Quality & Safety / Rich Media / Autonomous Carol / Polish & Cutover). Per Ninads decision, the migration roadmap MUST mirror the project roadmaps phase structure.

SCOPE:

• Replace Carol migrations 6 phases with the 5 project-roadmap phases.
• Re-map all 46 capabilities to the new phases.
• Add a Migration Cookbook rule: every migration roadmaps phase structure must mirror its project roadmap.
• Update Gimli migration design v0.1 to document this rule explicitly.
• Verify status rollups still work after re-mapping.
