Ninad-authorized service catalog changes, applied everywhere (catalog SST, registry carolverse_services, service_agents, Carolopedia, Services Catalogue). (1) Rename backup -> Infrastructure & Backups. (2) Rename monitoring -> Process Monitoring. (3) Rename the initiatives service (Carol Initiatives) -> Build Initiatives. (4) Quality & Improvement is NOT a distinct service: remove the quality service and fold it into WhatsApp Assistant; reassign Sentinel (former quality owner) to WhatsApp as a supporting agent; note quality in whatsapp absorbed list. (5) Add Vigilance as a service owned by BB (external project, owner bb / owner_label BB, new cost-center id), with a Carolopedia sketch-style pic. IDs are unchanged for renames (display-name only). Quality removal leaves its cost-center number vacant (no renumber).

• backup->Infrastructure & Backups, monitoring->Process Monitoring, initiatives service->Build Initiatives everywhere (catalog+registry+carolopedia) (must_have)
• Quality service removed; Sentinel reassigned to WhatsApp; no quality service in catalog/registry/carolopedia (must_have)
• Vigilance service exists owned by BB, with a Carolopedia sketch pic, rendering in catalog+carolopedia (must_have)
