Two catalog corrections (Ninad-authorized). (1) DROP vigilance: not a Carolverse service (it is BBs). Remove services/vigilance from the catalog SST, remove its Carolopedia wiki page, drop the redundant vigilance guard in the Carolopedia services index. (2) ADD cost-center service Status Reporting (id status-reporting, CC-016) owned by Clara (agt_010): create the catalog service_meta.json (SST), the registry carolverse_services mirror row, and a service_agents owner row. Service = the aggregation/status-rollup layer. Carolopedia renders both live.

✅Success criteria

• vigilance removed from catalog + Carolopedia (no longer listed or pageable) (must_have)
• Status Reporting service (CC-016, owner Clara) exists in catalog+registry+service_agents and renders in Carolopedia; Claras profile shows it (must_have)
