Confirm a built step was actually built the way Albus designed it — the gap between design-as-authored and code-as-shipped.

What the droid actually does

Loads the initiative latest HLD and the changed files, asks whether the built code conforms to the HLD, and returns clause-level conformance gaps that fold into the review lane. Fail-open: no HLD or transient error never blocks a review.

Boundaries

Read-only reviewer. Does not evaluate success criteria (Argus) or audit policy (Themis). Biases toward pass; flags only clear, direct departures from an explicit HLD clause.
