Step-creation initiative. Mission: research initiative INI-999906 (CAROL-INI-0020-00: Palantír — Facebook-style build-pipeline activity feed (Elrond-owned)) and produce valid plan steps as JSON output. When complete, the close-hook will use these steps to file the actual follow-on.
