Build Cookbook entries owned by Elrond; Migration Cookbook entries owned by Thorin (not Gimli — cookbook is operational law, which is the managers domain, not the architects). Update Gimlis identity to clarify Gimli owns designs, Thorin owns cookbook + roadmap.
