Display-only rename. The existing cookbook in the Initiatives app governs the BUILD pipeline. Per Ninad 2026-05-18, since the Transformation department will own a separate Migration Cookbook (under Gimli), the original cookbook is hereforth called the Build Cookbook to disambiguate.

SCOPE: user-visible labels only in apps/initiatives/index.html — tab name, header subtitle, footer SVG label. Table name, API path /api/cookbook, CSS class names, and JS variables stay as-is to avoid churn across consumers.

SUCCESS CRITERIA:

• Initiatives UI shows Build Cookbook everywhere it previously said Cookbook (as a section label).
• API path /api/cookbook still works (no breaking change).
• Restart picks up the change; regression stays green.
