Blueprint is the service that builds the Carolverse foundation and creates new services (owner Leo). Add its definition to the appropriate SSTs: a cookbook entry, a design, and ensure the SST Services category + auto-derived requirements reflect it (requirements are auto-derived from the service catalog, never hand-written). Also add a new org/governance policy: every initiative must default to a service (Blueprint by default), codifying CAROL-INI-1774.

• Blueprint definition (builds the foundation + creates new services) present in cookbook and a design. (must_have)
• Requirements auto-derive the product-services catalog including Blueprint with role=foundation. (must_have)
• Policy added: every initiative must default to a service. (must_have)
