Three-part follow-up to CAROL-INI-112. Today Elrond has the track record but doesn't learn from it; he picks one replan path uniformly; and he weighs all initiatives equally. (1) Reversal detection: when Orion reverses an Elrond decision (e.g., reopens an initiative he closed_insignificant), the outcomes table records a reversal — Elrond reads his calibration drift in his next stance prompt. (2) Replan-mode decision: el-s1 picks between dp-s2 (strategic prompt rewrite) and notify_merlin (tactical retry) based on failure pattern, Albus evidence presence, prior plan_version count. (3) Significance signal: pull stake level from initiative metadata (decided_by, budget, roadmap_refs) and inject into stance — high-stakes initiatives bias toward 'important' (more replan attempts before close), low-stakes bias toward 'insignificant' (faster close). Goal: Elrond actually gets better at his job over time, and his replan decisions reflect what's at stake.
