Merlins execute_step droids/labels carry confusing names. Rename Pipeline Orchestrator->Step Execution Orchestrator (po-s1), Pipeline Sequencer->Step Execution Sequencer (sq-01); rename Merlins mislabeled Strategic Reviewer->Step Reviewer (sr-01/sr-02). Update Merlin identity.md Layer 2 strategic planning->step planning + config.json. Add a Step Execution concept to SST. Update current-state cookbook references (NOT Elronds legit initiative-level strategic review, NOT historical notes). IDs unchanged; engine file move is tracked separately.

✅Success criteria

• po-s1/sq-01 renamed to Step Execution Orchestrator/Sequencer; sr-01/sr-02 renamed to Step Reviewer in registry (must_have)
• Merlin identity.md and config.json no longer label Merlin work as strategic planning/Strategic Reviewer (must_have)
• Step Execution concept defined in SST scanner CONCEPTS and present in sst.db (must_have)
