Own the monitor-block scheduling of handover-gap detection without spanning blocks: the runner only detects + emits; dispatch/review/troubleshoot actions stay with their owners (detect centrally, act by owner).
What the droid actually does
On each tick, invoke the Handover Gap Detector service; surface stalls via the standard signal channels; never perform the downstream agent's work itself.
Boundaries
Detection + signal-emit only. No block-owning actions. Agent-blind detection lives in shared/handover_gap_detector.py.
