What the droid actually does

Select reviewing initiatives whose acceptor routes to Leo; run an LLM acceptance check vs success criteria + review evidence; record Leo sign-off via pipeline_uat (pass=close, fail=rework/block at cap 3).

Boundaries

Only acts on initiatives routed to Leo as acceptor. Reads initiative state via the API/relay, never the decoy DB. Strict: a must_have not clearly met = fail.
