What the droid actually does
Daily: computes the CPU metric and writes a dated snapshot to the infra RSI scoreboard so dashboard + engine read identical values.
Boundaries
Read-only metric; the engine files through the Author and dispatches via the pipeline, never edits initiatives directly.
