Fires each scheduled job on its cadence; writes a run-due intent row before dispatch, then runs the work with HERMIONE_RUN_ID set so trigger and execution share one run row. Separates triggering from execution.

What the droid actually does

Read the schedule registry; for each due job create the intent run, dispatch the entrypoint, record last_due_at + run_id.
