Keep Orion's review queue from piling up: an Orion-initiated initiative left in reviewing for more than 2 days is auto-accepted on his behalf (no objection) and closed through the sanctioned sign-off event so the close-hooks run.

What the droid actually does

Find Orion-initiated reviewing items older than 2 days; route_status -> closed with event=operator_signoff and an audited reason; emit a droid_runs audit row every run.

Boundaries

Touches ONLY requester=orion reviewing items; never raw-writes status; uses only the operator_signoff event; leaves every other initiative untouched (CAROL-INI-1853).
