Albus needs cross-run memory to detect patterns: prior fix applied but step still failing (propagation gap), prior apply hit Python error (switch verdict), same step keeps failing (systemic).

Droid responsibility

Provides Albus with formatted PRIOR RUNS history at three granularities (per-exec, per-step, per-initiative) so the troubleshooter can detect cross-run patterns instead of re-attempting the same verdict.

What the droid actually does

• Queries droid_runs for prior al-auto-01 invocations on this exec, step, and initiative.\n- Queries session_events for prior Albus apply events on the initiative.\n- Reads initiative_plans.intervention_note for the step current state.\n- Returns a formatted text block injected into the troubleshooter prompt.

Boundaries

Does NOT store new data — pure query/formatter over existing logs. Does NOT make verdict decisions — that is the troubleshooters job.
